The Role:
As Land and Business Development Manager, you will identify, evaluate and secure new land and partnership opportunities that align with the organisation’s commitment to delivering high-quality, affordable homes and sustainable communities. Taking ownership of land acquisitions and delivery partnerships, you will drive forward strategic growth initiatives and wider business development activity. Working closely with key stakeholders across the public and private sectors, you’ll help accelerate project delivery while ensuring every opportunity supports long-term impact, commercial sustainability and the organisation’s overarching mission. This is a pivotal opportunity to play a leading role in the continued growth of a purpose-led residential developer.
Responsibilities:
- Proactively identify and secure on- and off-market land opportunities, undertaking high-level due diligence and leading negotiations through to agreed heads of terms and contractual completion.
- Build and nurture strong relationships with landowners, agents, local authorities, registered providers, developers and other key stakeholders, positioning the organisation as a trusted and partner of choice for long-term collaboration, including joint ventures and promotion agreements.
- Prepare robust financial appraisals, including residual land valuations, ensuring each opportunity delivers against commercial objectives while maintaining a clear focus on social impact and community value.
- Lead governance and reporting processes, producing detailed approval papers, maintaining an accurate and forward-looking development pipeline, and reporting performance and key metrics to the executive team.
- Monitor land and housing market activity across Wales and the South West, using market intelligence to identify emerging opportunities and inform strategic growth decisions.
- Work closely with internal finance, technical and housing management colleagues, as well as external consultants, funders and delivery partners, to progress sites efficiently from appraisal through to contract.
- Be accountable for advancing sites through key approval stages, creating measurable value against appraisal targets (including IRR/NPV and social value outcomes), initiating and progressing strategic partnerships, and ensuring accurate, timely and compliant reporting throughout the development lifecycle.
Skills, Experience & Qualifications:
Essential:
- Proven experience in land acquisition and residential development within the housing or wider property sector, with a strong track record of progressing opportunities from identification through to completion.
- Demonstrate a comprehensive understanding of the development lifecycle, including residual land valuation, viability appraisal and financial modelling, alongside familiarity with legal agreements such as options, promotion agreements and joint ventures.
- Possess a sound knowledge of the Welsh and English planning systems, with an appreciation of relevant policy frameworks and regulatory considerations.
- Understand and value the principles of sustainability and place-making, recognising their importance in delivering long-term community impact.
- Possess excellent negotiation and networking skills, with the confidence and credibility to build trusted relationships across the sector.
- Demonstrate strong financial and analytical capability, enabling you to assess risk, evaluate opportunity and support commercially sound decision-making.
- Confident in managing multiple projects simultaneously, maintaining momentum across a varied pipeline of opportunities.
- Communicate clearly and persuasively, both in writing and in person, with the ability to present confidently to senior stakeholders and board-level audiences.
- Be a self-starter with strong commercial acumen, comfortable working autonomously while contributing to wider strategic objectives.
- Naturally collaborative and relationship-focused, with a genuine commitment to equality, diversity and delivering social value through your work.
- You will hold a full UK driving licence and be willing to travel as required.
Desirable:
- A professional qualification such as RICS or RTPI.
- Experience delivering affordable housing and/or regeneration-led schemes.
- Possess established market contacts across Wales.
- The ability to communicate in Welsh would be advantageous.
